a) Lab Testing and Calibration Services
• Request for testing Consumers products
– This service enables customer to request for chemical and microbiological testing on cosmetics and chemical products and obtain reports which are mandatory to trade them locally and internationally

– This service enables customer to obtain calibration certificates for laboratory equipment and instruments based on testing done as per international standards

– This service enables customer to obtain reports after testing of food items which are imported / exported / produce locally for trade purposes.

• Request for Testing and Hallmarking of precious metals and gemstones
– This service enables customers to obtain reports on testing of Gem stones and precious metals (gold, silver, platinum, diamonds etc.) for Hallmarking purpose according to international standards to trade them locally by jewelry shops.
– Fees are based per documents submitted by the customer.
– Time frame 7 working days.
• Request Testing Of Construction Materials Samples
– This service enables customers to obtain reports for testing of engineering materials samples to ensure compliance as per adopted standards related to physical, mechanical, chemical, thermal and fire.
– Fees are based as per documents submitted by the customer.
– Time frame is based on sample and testing procedures.
• Request for testing environmental samples
– This service is applicable to customers involved in business related to environmental factors such as water, air and soil.
– Fees are based on documents submitted by the customer

• Request for standards and publications prepared by Dubai Municipality
– This service enables customers to request for documents related to standards and publications released by the Dubai Central Laboratory.

• Request for testing electrical household appliances
– This service enables the customer to obtain reports on testing of electrical and electronic equipment according to international safety standards.

• Request for Conducting Research and Studies
– This service enables the customer to perform consolidated research and studies in the field of environment, foods, engineering material, consumer products, metrology and other fields as provided the laboratory department.

• Project Registration-For Testing Construction Materials
– This service enables contractors and consultants to register their project with the DM to facilitate testing of construction material in the laboratory department.

• Request for training in Dubai Central Laboratory
– This service enables prospect customers to enroll themselves with variety of courses provided by the laboratory department.
– Fees as charged by Laboratory department based on course selected.

b) Technical Approvals for Commercial License
• Request to get a Permission to Practice Activity for conformity body
– This service enables customers to obtain a permit to perform activities mentioned in section 2/2010 of the UAE law
– This permit is to be obtained within 6 months of the date of issue of the commercial license by DED.
– Dubai Accreditation Department (DAC) is responsible to conduct compliance audit on the applicant to check the conditions as per license are met.
– Based on the audit report of DAC the applicant’s laboratory (CAB) will be registered by DM.
– CAB stands of Conformity Assessment Body
– The Permit is valid for 1 year and can be renewed if required
– For renewal of the permit the CAB has to send an e-mail to DAC within 15 days of expiry of the Permit.

Compliance Audit & Permit fees – AED 4,000
Renewal Fees – AED 500
– Time frame is 3 months for New permit and 3 days for renewal
– For renewal DAC will conduct a surveillance visit on CAB.
• Request for No Objection Certificate for conformity assessment body licensing
– This service enables customers to obtain NOC as required by DED to issue Professional license to private laboratory / company as Conformity Assessment Body (CAB).
– DAC shall conduct a assessment study on the proposed CAB
– Based on the report from DAC , NOC shall be issued by DM
– Fees for NOC are AED 500.
– Time Frame is 2 working days.

c) Product Confirmity Assessment
• Request for Factory Assessment Certification/ Conformity mark and Technical Approval
– This service enables manufactures (Food product factories / building and construction material factories) to avail Certificate of Product Conformity/ Technical Approval Certificate on their products.
– The certificates are issued by Dubai Central Laboratory department after the assessment of the product and factory according to international safety and quality standards mainly ISO 9001.
– Fees for this service are AED 174/man hour.
– Time frame is not specified by DM.
• Request for Good Jewelry Trading Practice certification (Bareeq)
– This service enables customers to avail Gold Jewelry Trading Practice (GJTP) certificate under (Bareeq) scheme.
– This service applicable to gold and jewelry shops.
– This service is provided by Dubai Central Laboratory
– The Certificate is valid for 1 year and is renewal
– Fees for this service areas under
Initial assessment, surveillance / certification fees for Main Shop – AED 1,500

• Request for block batch and Type 1 certification
– This service enables customers avail conformity certificate for every production batch of various types of blocks through sampling and testing according to approved standard specifications.
– This service is applicable for factories engaged in Block production.
– This service is provided by Dubai Central Laboratory

• Request for Registration of Suppliers of Certified Products
– The service is applicable to customers engaged trading of certified products such steel and solar water heater systems.
– The certificate is issued by Dubai Central Laboratory
– Fees for this service is AED 1,044
– Time Frame is 1 working day

d) Accreditation Services
• Request for Accrediting Conformity assessment bodies
– This service enables Conformity Assessment Bodies (CAB) to obtain an accredited certificate as recognition from DM on compliance of international standards.
– This service is provided by Dubai Accreditation Department (DAC)
– Fees are as follows
Application fees – AED 500
Document review fees – AED 3500
Pre assessment visit fees – AED 2,500
Assessment visit / follow up visit / surveillance visit / extension in scope/ special visit fees – AED 6,500 /day/ assessor

• Request to participate in proficiency testing program
– Through this service the DM organizes Proficiency Training Programs (PTP) represented by the DAC.
– This service can be availed by UAE nationals and foreigners

– Participation fees in PTP – AED 500 to 2000/ test (depends on the type of program)
• Request to register in quality assurance standards requirements training course related to accreditation
– Through this service DM organizes specialized training courses regarding international quality standards (ISO & others) to be attained by the CABs.
– Training course Fee is AED 1,000/day/ participant
– Time Frame is as per the duration of the course.
