BLS International is authorized by Indian consulate to provide passport services to Indian nationality with residence visa in UAE. Their centers are located in Abu Dhabi and Dubai.
Following are the international passport services provided by BSL International


Indian Passport Renewal Process in Dubai:
1) Original Passport and copy of the passport with first and last page with address along with endorsement page (if any) and emirates residence visa page if any should be submitted to the center.
2) In addition the applicant has to submit copy of Emirates ID / UAE Driving License / Health Card / Labour Card wherever applicable
3) The applicant is required to fill up EAP1 form, which can be downloaded from the BSL website
4) In addition to above the applicant has fill in the Personal Particular Form (3 copies) with recent passport size photograph
5) 6 passport size (51mm x 51mm) recent photographs (not older than 3 months and uniform should be avoided) in white background with dark dress and frontal view. Applicants with white hair and religious outfit should have photographs in light blue background with frontal view clearly visible and with no shadow on any part of the view.
6) For changes in appearance / photographs for Sikhs from Turban to Non-Turban and vice versa, a sworn affidavit from consular office is required to be submitted by the applicant.
7) The Signature / Thumb impression should be in dark black ink and should be done in presence of the submission officer.
8) Applicant signature should match as per the current passport if changed then a request letter addressed to Consulate general of India shall be submitted. Minors can change their signature up to the age of 18 years without any supporting documents.
9) If the visa is expired with grace period time and under same company sponsor, then a sponsorship testified letter from the company (English) with valid Trade license copy is required to be submitted. In case of dependents, sponsors testified letter with passport copy with valid residence visa page is required.
10) If the visa is expired and crossed grace period time, then pre-approval from Consulate General of India , Dubai along with instruction note from BSL is mandatory.
11) In case of New employment visa the applicants offer letter should be attested by the chamber of commerce from the respective Emirates (Dubai, Sharjah & Northern Emirates) where the company is registered or the applicant must submit the original and copy of the valid employment paper visa along with photo testified letter from the company (English) and a valid Trade License copy.
12) In case the applicants passport is expired more than 6 months but has not exceeded 1 year it has to be supported by a request letter explaining the circumstances and reason for delay in renewing the passport.
13) In case the applicants passport is expired more than a 1 year then the request has be submitted along with pre-approval from Consulate General of India, Dubai and instruction note from BLS
14) In case of any corrections / amendments in the passport should be supported by documentary evidence with request letter with adequate explanation and pre-approval from Consulate General of India, Dubai and instruction note from BLS.
15) In case of applicants holding passport with particulars such as place of issue/ place of birth permanent address as JK or Srinagar should fill personal particulars form in triplicates with photo pasted, the processing time will be 5 days and no TATKAL service will be permitted.
16) If the applicant visa is from Abu Dhabi / Alain but applying from Dubai / Northern emirates then proof of residence in the region such as tenancy contract, DEWA bill in English should be submitted along with documents. For dependents, photo testified letter from the sponsor with the details of the accommodation along with Tenancy Contract in the name of the sponsor and sponsor passport copy should be submitted. If the applicant is residing in company accommodation then photo testified letter from the company (in English) on company letter head confirming the visa is issued in Abu Dhabi/ Alain but the applicant is currently under assignment in Dubai / Northern Emirates, needs to be submitted.
17) It is mandatory for all photo testified letters must have applicants photograph pasted on it along with sponsor signature / company seal crossed on it.
18) In case of passport renewal for minors under 18 years, both parents’ passport copies with valid residence visa page and signatures are required on the form.
19) In the event if one of the parent is unavailable due to following reasons
a) If the parent is abroad / India then original Annexure “D” signed by that parent is required.
b) If the parents are divorced, then Custody paper, Divorce Degree and pre approval from Consulate General of India, Dubai is required along with instruction note from BLS.
c) In a Death case, the death certificate has to be attested from the Home Department of the concerned state in India and if the death certificate is registered in UAE then it should be attested from Ministry of Foreign Affairs (MOFA).

1) All the initial steps are the same as stated above, the changes are in the documents to be submitted for this process.
2) The documents such as Divorce Decree issued by competent court in India / Divorce order issued by Wakaf / Death Certificate issued by Registrar of Deaths should be attested by Home department of the concerned state in India.
3) If the Divorce decree / divorce order / Death Certificate is registered abroad then the certificate should be attested by the Indian Mission posted in that jurisdiction.
4) If the said certificates are issued in a language other than English then they should be legally translated and submitted.
5) In addition the applicant has to submit the copy of Old passport / School Certificate / Birth Certificate as proof of the Maiden name.
6) The applicant should be present in person for processing this application.

9) As proof the applicant should submit any 2 public/school documents or valid Indian ID containing the desired / applied changed name.
10) The applicant has to provide proof of advertisement in 2 leading newspapers out of which one newspaper should belong to the area of the applicant’s permanent address in India and the other should belong to the area where the applicant is residing in UAE. Full sheets of the newspapers are accepted and cuttings will not be considered and also the advertisement should be 30 days old. On the other hand as proof even Original Gazette notification from the concerned state can also be submitted.

9) The applicant has to submit a proof address that has to be changed in the current passport which can be any one of the below
• Valid Utility bills (electric/ gas/telephone) in English language, not older than 3 months.
• Original Aadhar Card / Election card
• Original Nativity Certificate attested by the Home department of the concerned state in India, if it is issued online then verification can be done through online.
• Original Income Tax Assessment Order.
• Latest updated 1 year Bank statement of a Bank in India wherein the applicant has an account should be submitted with the authorized signature and original seal of the Bank, signature and stamps of representative Banks in UAE are not accepted by the center.
• The said Bank should be listed in the scheduled list of Private, Regional Rural Bank and Public Sector Banks available with the center.
• During the time of submission of the application the original with photocopy of the first and last page of the Bank account passbook currently operated by the applicant should be produced at the center.
• If the applicant wants the Dubai address on the passport then the registered tenancy contract / title deed along with the copy should be submitted and the applicant should be residing in the address for more than 1 year.
• Change of address on the spouse passport depends on the endorsement of each other names on the passport.
• In case of Minors the change of address is as per the address on the parent’s passport copy.

1) Original Passport and copy of the passport with first and last page with address along with endorsement page (if any) and emirates residence visa page if any should be submitted to the center.
2) The applicant has to submit copy of Emirates ID / UAE Driving License / Health Card / Labour Card wherever applicable
3) The applicant is required to fill up EAP1 form, which can be downloaded from the BSL website
4) In addition to above the applicant has to fill in the Personal Particular Form (3 copies) with recent passport size photograph
5) 6 passport size (51mm x 51mm) recent photographs (not older than 3 months and uniform should be avoided) in white background with dark dress and frontal view. Applicants with white hair and religious outfit should have photographs in light blue background with frontal view clearly visible and with no shadow on any part of the view.
6) The Signature / Thumb impression should be in dark black ink and should be done in presence of the submission officer.
7) Applicant signature should match as per the current passport if changed then a request letter addressed to Consulate general of India shall be submitted.
8) The applicant should be physically present in the center for identification purposes and for minors both parents should be physically present at the center.
9) Holder of Indian Passport with ECR stamp can are eligible to apply for ECNR new passport under following circumstances
• If the applicant has completed more than 3 years (1095 days) abroad and have relevant documents such as copies of visa and entry / exit stamp, should submit the same with the covering letter at the center
• If the applicant has completed the above stage and also have obtained POE (Protector of Emigrants) can apply by the submitting the relevant documents
• If the applicant has duly attested educational certificate form the HRD of the concerned state in India.
• If the applicant spouse / parent (in case of minors) have an ECNR passport can apply with a covering letter along with original and attested copy of Marriage certificate / Birth Certificate at the center
10) Following are the criteria for holder of Indian passport with ECR stamp who are allowed to apply but are not eligible for new ECNR passport
• The ECR passport holder who has cleared the POE but not completed more than 3 years (1095 days) abroad are allowed to apply.
• The ECR passport holder whose UAE visa is stamped before June 2015 but has not completed 1095 days and also has not cleared the POE are allowed to apply.
• The ECR passport holder whose UAE visa is stamped after June 2015 but has not completed 1095 days and also has not cleared the POE are allowed to apply only through prior approval from Consulate General of India, Dubai along with instruction note from BLS.
11) In case of any corrections / amendments in the passport should be supported by documentary evidence with request letter with adequate explanation and pre-approval from Consulate General of India, Dubai and instruction note from BLS.
12) In case of applicants holding passport with particulars such as place of issue/ place of birth permanent address as JK or Srinagar should fill personal particulars form in triplicates with photo pasted, the processing time will be 5 days and no TATKAL service will be permitted.
13) If the applicant visa is from Abu Dhabi / Alain but applying from Dubai / Northern emirates then proof of residence in the region such as tenancy contract, DEWA bill in English should be submitted along with documents. For dependents, photo testified letter from the sponsor with the details of the accommodation along with Tenancy Contract in the name of the sponsor and sponsor passport copy should be submitted. If the applicant is residing in company accommodation then photo testified letter from the company (in English) on company letter head confirming the visa is issued in Abu Dhabi/ Alain but the applicant is currently under assignment in Dubai / Northern Emirates, needs to be submitted.

• The UAE National must complete Real Estate Practitioner Course if he is a Bachelor Degree holder or Diploma in Real Estate if he is a non-graduate.
• The Manager in the License must have Visa under this license.
• Need to submit Certificate of Good Conduct from CID.

On filling the application at the RERA based on the qualification of the local sponsor, a Registration receipt will be issued to be submitted at DED.

Initial Approval

Once the Trade Name is reserved, then the next step is going for Initial Approval. For Initial approval the activity needs to be specified. The list of trading activities can be selected from the activity list. All the documents need to be submitted at DED for approval and Issuance of Initial approval Certificate.

Drafting of MOA agreement

MOA (Memorandum of Association) agreement needs to be drafted once we receive the Initial approval from DED. The MOA agreement can be typed in Arabic or English and Arabic as per the clients need. If the MOA is drafted in English and Arabic it needs to be legalised from a Legal Consultancy firm.

Notary Public

Once the MOA agreement is ready, then all the partners and local partner needs to proceed to Dubai court for notarising the agreement in the presence of the court person. Four copies of the agreement is done, one for the Court Original, once copy for Partner, one copy for Local Sponsor and one for the service provider if required.

Good Conduct Certificate from police

Once the Notary Public is done, all the Partners along with the Manager in the license needs to apply for Good Conduct Certificate from Police. The application needs to be filled along with the required documents and submit in the Police station for approval. This takes minimum 3 working days. Once the Certificate is ready pay the relevant fee and collect the Certificate copy form the Police.

DPS (Dubai Protective System) Approval

Once the Good Conduct Certificate is received, the Partner then needs to apply for Dubai Protective System (DPS) approval. On reviewing the application the DPS will sent the team for Inspection of the site. The Inspector will contact the Partner before coming for Inspection. On successful completing the Inspection the audit report needs to be collected from the Inspection office. The same needs to be submitted to the DPS for getting an NOC. Once received the NOC the same needs to be submitted to DED.

Ejari (Tenancy Contract)

The Tenancy contract must be registered in the Land Department between the Landlord and the Tenant and on submission they will issue an Ejari. The minimum square feet required is 200.

Payment Voucher at the DED

Once the Notary and Ejari is done submit all the documents to DED to get the Payment voucher. The DED will register the company in the Commercial Register and the Payment Voucher will be out.

Trade License

On receiving the Payment voucher, we can pay the voucher in the DED either through Cash or by Card and get the Trade License immediately. Once the license is received you can then do the amendment by adding PO. Box and other details.

On receiving the Trade License submit it to DPS to obtain the DPS Certificate.

Question – What are the procedure for Dubai Municipality Exams?

We at PRO Desk assist customer in giving guidance how to apply for Dubai Municipality Exams. Following are the process to be followed:-
Inorder to apply for Dubai Municipality Exams, the applicant needs to fill the form online. On successfully filling the form the applicant will be called for Interview too. Dubai Municipality conducts test Oral as well as written too. The application will be approved in 2 working days and the charges for the examination can be paid at the DM cashier. The date and time for the Interview will be shown online once the payment is done.
At the time of oral interview Original Educational Certificate and Passport should be carried. Once the oral interview is done the results will be shown online.

Fees Structure:

Dubai Municipality Test fees for Electrical Fitting Contracting is Dh 410
Dubai Municipality Test fees for Building Contracting is Dh 510

The below are the other categories under which applicant can apply:

Applicant having Diploma Certificate must have 5 years experience inorder to apply under the license G+1 or below.
Applicant applying for Interior Decoration Engineer Test must have 3 year Diploma Certificate.
Applicant applying for Civil Engineer should have Bachelor Degree Certificate and must have 3 years experience.

Trade License Upgrade

The Trade License of the contracting company can be upgraded from G+1 to G4 if the License is 3 years old and the company has completed minimum 7 projects in the last 3 years of its operation.
The license can be further upgraded from G4 to G12 if the license is 7 years old and it has 2 Engineer registered.

 

Documents Required: Trade License copy, Passport copy of the Engineer along with his Visa page, Duly attested Education certificate from UAE Embassy in Home country followed by MOFA (Ministry of Foreign Affairs) attestation. Photograph of the Engineer, No Objection letter from the company for the Engineer or Technical staff applying for the exams, If the application is under Tourist or Visit Visa then the applying company can attach a letter, An undertaking letter addressing UAE Engineers Association stating that once the Dubai Municipality exam is cleared the applicant will participate in UAE Engineers Association Membership.

How to Cancel LLC License in Mainland?

We at PRO Desk assist customer in Cancellation of LLC license in Dubai. Following are the process to be followed:-
First Step – The first and foremost is to Cancel all Employment Visa of existing employees in the MOL (Ministry of Labour) list.
Second Step – Draft Board of resolution among the Directors for dissolution of firm and appointment of Liquidator duly signed by all the Directors.
Third Step – Notarised the Board of Resolution at the Dubai Notary Public.
Fourth Step – Once the Liquidator is appointed, the Liquidator needs to draft an appointment letter duly signed and attested by Notary public along with the License copy of the Liquidator company and Auditor Registration certificate.
Fifth Step – Submit all the documents to the DED (Department of Economic Development) to issue company Liquidation Certificate.
Sixth Step – On receiving the Liquidation Certificate, the company needs to put Liquidation advertisement in two local Arabic newspaper and need to wait for 45 days to check whether any client has any financial claim against the company.
Seventh Step – On completing 45 days from the date of advertisement, submit Original Newspaper Ad and Audit report of the company to the DED.
Eight Step – Confirmation from the Liquidator and Partners that there is no any objection or claim from the third Party during the AD period.
Ninth Step – Now we can proceed with the cancelation of Partners Visa.
Tenth Step – Get clearance certificated from Ministry of Labour department and Clearance Certificate from Immigration department.
Eleventh Step – Submit all the documents along with copy of Liquidation Certificate to the DED.
Twelveth Step – DED fees of Dh 3000 to be paid at Economic department as Final Payment Voucher.
